This toolkit helps identify challenges and risks associated with developing infrastructure and related services for large-scale events.
Developed by the OECD and the IOC, it focuses on the experience of Organising Committees for the Olympic Games (OCOGs). However, the lessons are of value to the wider sporting world as well as organisers of other events that involve the procurement of infrastructure and related services.

Based on the “Guidelines on the effective delivery of infrastructure and associated services in the context of the Olympic Games” report, the toolkit synthesizes key principles and practices that can support event organisers in a comprehensive way. It provides an overview of four main risk areas to the successful delivery of the Olympic Games or other large-scale events, and gives tangible advice on how to mitigate these risks.
33 case studies and 31 external resources
The toolkit presents case studies from diverse sources on how best to facilitate the management and planning of events at scale. Users can access information from past and present OCOGs, including London 2012, Rio 2016, Tokyo 2020, Paris 2024, Milano-Cortina 2026, Los Angeles 2028 and others. In addition, the toolkit contains relevant experience from projects and initiatives from outside the Olympic Movement.
An interactive checklist to assess progress
The toolkit also allows users to assess where you stand for your event with an interactive checklist.
